Michigan.  The 10:1 map might even be a stretch IMO.  But for example, CLE is 2.6" and Youngstown is 4.4" on the 10:1 map.  Those would be some crazy ratios to convert to 12.5" and 14.7" respectively, lol.

Yea I'll believe it when I see it but on this map the wrap around snows have 20:1+ ratios. Even some 30:1 ratio spots. That would be something.
