I just wanna point out that: We could go without tornadoes for the rest of April and we'd still likely be slightly above average for the year. But going half of April without tornadoes is basically impossible. Plus, it's not gonna be long until we're talking about severe weather again. Of course ,the final tornado count today should be kind of low, as there are only 2 tornado reports now, but some more tornado confirmations will be discovered at some point. by my dumb math; The 15% risk was 54211 sq miles. divide by 625 sq miles (25miles x 25 miles) and multiply by 0.15, then you get 13.011 tornadoes.
